Scenario:
I am a client and I need access to unlock locked accounts. Users with this role will be able to unlock accounts for the members.

User will be primary 2FA contact for the client. Must have Permissions Manager role.

The following email will be sent to the user with the 2FA Support Administrator role informing them about a user who has been locked out of their account. The email will contain the following details about the user:
- User Name
- Scheme Name
- Scheme ID
The following confirmation will be sent to end user informing them about two-factor authentication reset. The next action for the user will be to login to their account and reset their multi-factor authentication. This ensures the account continues to be secure as possible.
